Airport Management

Kenneth “Ken” McCann

President, Cheyenne Regional Airport Board

Appointed to the Cheyenne Regional Airport Board in 2009, Ken is a Cheyenne native and has lived here his whole life. After attending the University of Wyoming, he worked in an industry-specific account program. In the late 1980s he became partners of a construction business that he sold in 2008.

As an active member of his community, Ken served as the Chairman of the Cheyenne Frontier Days committee, CFD Old West Museum, Memorial Scholarship Foundation, CFD HEELS, and Wells Fargo Board of Directors. His hobbies include travel and golf.

William "Bill" Hickman

Vice President, Cheyenne Regional Airport Board

Bill started on the Cheyenne Regional Airport Board in 1996 and remains the longest serving member of the Board. He retired from the WANG in Feb 1999 after 32 years of service working as the Airfield Operations Superintendent. Although he spent most of his life in Cheyenne, Bill grew up in Mitchell NE. He is a member of the Elks 660, Masonic Lodge AF and AM of Wyoming, Wyoming National Guard Association, a life member of the Enlisted National Guard Association of the United States and Air Force Sergeant’s Association, and an active member of the American Association of Airport Executives.

Kevin Paintner

Secretary, Cheyenne Regional Airport Board

Kevin Paintner is the president of First National Bank of Wyoming. Before joining the First National team, he was with Community First Bank for more than eight years and has over 15 years of banking and financial services experience.

Prior to coming to Cheyenne in May 2001, Paintner was a Community First corporate vice president and responsible for bank operations for the state of Arizona. Paintner is an active member of the Chamber’s Military Affairs Committee. Kevin is a graduate of the University of North Dakota where he received a degree in business administration. He and his wife, Lisa, have three children.

Frank Gerstenkorn

Treasurer, Cheyenne Regional Airport Board

Frank was appointed as a board member January of 2011. He and his wife own and operate a small business in Cheyenne, and both are pilots and aircraft owners. Frank was a professional flight engineer and is a retired veteran with over 1,000 combat flight hours.

For 12 years he chaired the Solano County Aviation Advisory Committee and the Solano County Airport Land Use Commission.

After his retirement in 2001 he moved to Pueblo West, co and was appointed to the Pueblo Memorial Airport Advisory Committee. He moved to Cheyenne in 2006 and is currently serving as President of the Skyview Airpark Pilots Association.

Peter “Pete” Illoway

Member at Large, Cheyenne Regional Airport Board

Pete Illoway is a member of the Wyoming House of Representatives and has represented District 42 since 1999. Pete retired from Cheyenne LEADS after serving as the Vice President of the organization. Before joining LEADS Pete worked for Coastal Chem, Inc. where he is also retired.

Illoway is the Chair of the Select Committee on Air Transportation along with being a member of several committees in the Wyoming State Legislature. He is also a member of the Cheyenne Chamber of Commerce, Military Affairs Committee, Air Force Association, Board Member of Cheyenne Country Club, member of the Cheyenne Frontier Days Public Relation Committee, and a Member of the Board of Advisors for the American Heritage Center and First Interstate Bank of Cheyenne. Pete earned his BS in Farm and Ranch Economics from Colorado State University in 1963.

Jim Schell, Deputy Director of Aviation

Jim earned his degree in Aviation Management from St. Cloud State University in 2009 and began his aviation career shortly thereafter upon moving to Cheyenne. After spending 2009 as an intern at the Airport, Jim progressed through the Operations department to his current role today. He is an active member of the Wyoming Airport Operator’s Association and the American Association of Airport Executives holding a Certified Member (C.M.) designation from that organization.

While not at the Airport, he enjoys spending time outdoors including camping, hiking and snowboarding with his wife Lauren. Also a former student pilot, he plans to get back into flying, earn his private pilot’s license and eventually own an aircraft.

Cliff Cox, Deputy Director of Aviation, Operations/Facilities

Cliff retired from the United States Air Force at F.E. Warren AFB after more than 23 years of service.  He joined the operations department in 2006 and took over as the Director of Operations in 2014.  He leads a diverse operations team that provides a safe and operational airfield along with maintenance of numerous leased office and aviation facilities.  Cliff married his high school sweetheart Stella in 1983 and they have two children and one granddaughter. Cliff is an active volunteer with Cheyenne Frontier Days and spends most of his free time hanging out with his granddaughter Brook.  He is also an accomplished photographer published in numerous books and magazines.

Judy Clemons, Finance and Human Resources Manager

Judy has been with the Airport since March of 1997, making her one of the longest tenured employees of the Airport. Before coming to the airport she worked at the Cheyenne Convention & Visitors Bureau as administrative assistant and managed the Cheyenne Street Railway Trolleys.  She has been married to Scott for 18 years with 5 children and 11 grandchildren. During her free time she likes to walk, camp, bicycle and just enjoy the great Wyoming outdoors.


Charity is a lab mix from the Rocky Mountain Lab Rescue. She came to Judy’s family in October of 2012 and has been fortunate to come to work with her “mom” every day since her adoption She loves people and has become a mascot for the airport by being an exuberant greeter and good will ambassador for the Airport.
